On Thursday, November 13, a convoy of cars and activists visited the offices of members of Parliament in Montreal to denounce Bill C-12 and demand that MPs reject it.
“Bill C-12 will make it even more difficult for migrants to obtain permanent resident status in Canada, give the government the power to cancel entire groups of pending cases, increase deportations, and increase the number of undocumented people,” said one of the participants.
Members of Solidarity Across Borders organized a caravan on November 13th with the mission to put pressure on the Member of Parliament during the week when they are in their circumscription offices. The video report by Santiago Bertolino, embedded film maker, provides a flavour of the day.
If Bill C-12 passes:
- It will be impossible to claim asylum after spending more than a year in Canada. Without any way of regularizing their status, many people will remain or become undocumented.
- The Safe Third Country Agreement will be expanded, preventing refugees who have traveled through the United States from claiming asylum in Canada. People will take more dangerous routes, and more will die. Borders will become more deadly!
- The government will have the power to reject applications before they are reviewed and cancel visas already issued, which will lead to mass deportations and more undocumented immigrants.
The Safe Third Country Agreement is an existing agreement between the United States and Canada that stipulates that refugees must submit their refugee claim in the country where they arrive first. It closes Canada to refugees in the United States. However, Trump's United States is not safe for migrants, trans people, and anyone who opposes Trump's fascist ideology.
The caravan members also drew attention to demands of status for all. A demand for a comprehensive and inclusive regularization program.
Regularization refers to granting permanent resident status to undocumented migrants. Concretely, this means recognizing them as members of society and removing the legal barriers that prevent them from studying, working legally, receiving health care, sending their children to daycare, and living without fear of arrest or deportation simply because of their status.
The demand is for everyone to have access to permanent residence and that their dignity and humanity be respected: Everyone - with no conditions tied to work, health, education; with no discrimination based on gender, country of origin, religion, or language. That families, whatever their form, to be reunited.
People without status are part of society. They are neighbors, friends, parents, spouses, children, and colleagues. By demanding the inclusive and unconditional regularization of all undocumented migrants, we are standing against the fundamental injustice of global inequalities created by capitalism and colonialism and their system of global apartheid.
Migrants are trapped by unjust and inhumane immigration laws into extreme situations of precarity and endless processes to justify their humanity. No one is "illegal" - it is laws and border regimes which criminalize these people. The categories "refugees," "temporary workers," "non- status," “undocumented” do not refer to real social categories or qualities, but rather are ways the state dehumanizes certain groups to make them disposable and exploitable. Freedom of movement is a fundamental right.
Solidarity Across Borders demand status for all, an end to deportations and detentions. We also demand that Bill C-12 be withdrawn and that Canada withdraw from the Safe Third Country Agreement.
The caravan members read out the following letter at each of the MP offices, while calling for solidarity for migrants.

Montreal, November 13th, 2025
We are migrants, allies, members of your constituency.
After years of struggle, the previous Liberal government promised us an inclusive regularization program. In a complete reversal, your government introduced Bill C-2, now renamed C-12. This bill is racist and violent. It will result in more undocumented people, more deportations, more detentions, more precariousness in our communities, more arbitrary abuse of power by border services, CSIS, and integration with Trump's United States.
You have been elected because voters rejected Trumpian policies. But you are following in his footsteps, pursuing policies based on fear, surveillance, and scapegoating—where rights are eroded in the name of so-called “security,” but in reality in the service of an authoritarian agenda that benefits the richest and the capitalists, and where racism and xenophobia are exacerbated.
We are not fooled. We have seen your latest attacks on migrants insidiously introduced into the budget. We have witnessed your government's complicity and lies in the face of the unfolding genocide in Gaza. We know full well that Bill C-12 is a continuation of other deadly border policies imposed on migrants (we honor the memories of Fritznel Richard, Ana Karen Vasquez-Flores, and many others...) and a continuation of the colonial project that used the same border logic to dispossess and commit genocide against Indigenous Peoples.
Because we refuse to be dehumanized, and because we choose solidarity over fear, we demand:
● The immediate withdrawal of Bill C-12
● An end to the Safe Third Country Agreement
● A comprehensive, inclusive, and permanent regularization program
- Angry members of your constituency.
